It´s a MAN SG240H.
In Tumen were three SG240H in this color ex Lembke & Koschick, Germany, built in 1985: http://fotobus.msk.ru/list.php?loid=1126&mid=294.
I´m not sure but maybe this bus was sold to Kaliningrad and not scrapped: http://fotobus.msk.ru/vehicle/357864/#n394742.
