that there was something wrong with them.They must have been very cheap
buses because the original owner TKL sold them were cheap.

The doors and the Stop-signal bells are the biggest problems. They
just do not function.

Ozzy, he's saying that the door and stop-signal bells functionality is not a problem to avoid buying them. Perhaps some other technical problems did occur with mentioned vehicles that they were seeking for a new owner for a year like you stated.
