1. General Provisions

1.1. The website "Bus Transport. Unified Photo Gallery" (hereinafter referred to as "Fotobus", the "Website"), located at http://fotobus.msk.ru, is a non-commercial private online resource that allows Internet users who have accepted this Agreement and the Website Rules to upload their photographic materials—primarily images of bus fleet from various cities and regions worldwide—as well as to comment on and rate uploaded photographs. User activity on the Website must not violate the laws of the Russian Federation or any other countries relevant to the published materials or the user.

1.2. The main purposes of the Website are to collect photographs of bus fleet from all around the world to reflect their current condition and track changes in their appearance, to maintain a fleet database, and to bring together people interested in bus transport.

1.3. A "bus" is defined as a mechanical, trackless road vehicle that does not use an electric overhead contact system for movement, is intended for passenger transport, and has at least 9 seats excluding the driver’s seat, except for converted passenger cars (e.g., limousines).

1.4. "User" (also "visitor", "participant", "author", "you") — any individual accessing or otherwise using the Website’s services (as a guest or registered user).
"Administrator" — a person with access to all Website management functions.
"Comment Moderator" — a person authorized to monitor textual messages in photo comments and on the Forum.
"Photo Moderator" — a person responsible for reviewing and publishing submitted photographs and other graphic materials.
"Editor" — a person authorized to maintain the rolling stock database for one or more regions.

1.5. In addition to this Agreement, Website administrators may establish additional rules governing specific aspects of the services provided.

1.6. By using the Website services, the User agrees to all provisions of this Agreement and all applicable rules. If the User disagrees with any provision, they must leave the Website. Registration constitutes full and unconditional acceptance of this Agreement. Lack of awareness of the rules does not exempt the User from responsibility. Violations may result in restricted access or legal liability under applicable law.

1.7. The following user data is collected: username (which may differ from the real name) and IP addresses used to post content. Upon registration, a password and email address are also collected. Additional data may be provided voluntarily. Email addresses are accessible only to administrators; IP addresses may be viewed by administrators and moderators.

1.8. The User is responsible for the security of their login credentials and all actions performed under their account. The User bears full responsibility for all information, photographs, and other materials they upload, receive, send, or otherwise make available via the Website.

1.9. The User agrees not to submit materials that are unlawful, harmful, immoral, infringe copyright, or that the User has no right to publish, including materials violating patents, trademarks, trade secrets, or other proprietary rights, or materials prohibited by law, agreements, or the author.

1.10. The Website must not be used for unsolicited advertising, commercial, or promotional content.

1.10.1. Usernames may not contain website addresses. Promotion of similar resources is allowed only via the "Links" section or user profile.
1.10.2. The following are prohibited on uploaded photos:
1.10.2.1. URLs of third-party websites;
1.10.2.2. Names or symbols of legal entities;
1.10.2.3. Political or campaign slogans;
1.10.2.4. Symbols of recognized or unrecognized states (including historical ones);
1.10.2.5. Symbols of political or public organizations;
1.10.2.6. Calls to action.

1.11. Users may not reproduce, copy, sell, or use any Website software or interface elements for commercial purposes without permission.

1.12. The Administration reserves the right to:
impose restrictions;
terminate accounts and delete data for violations;
modify this Agreement;
suspend or terminate services.

1.13. Only one personal account per user is allowed. Multiple or shared accounts are prohibited. Accounts may be blocked upon request, but content is not deleted. Restoration is at the Administration’s discretion.

1.14. Users may only access their own data, publicly available information, or information explicitly permitted.

1.15. Publishing personal data of users or third parties without explicit written consent is prohibited.

1.16. By uploading materials, the User grants other users a free, non-commercial right to use them for personal purposes (e.g., local storage).

1.17. Services are provided "as is". The Administration is not liable for:
unmet expectations;
technical failures or damages;
user-generated content;
third-party actions;
service interruptions.

1.18. Users are fully responsible for account security and any losses from unauthorized use.

1.19. The Administration is not responsible for copyright violations by users but willing to prevent them.

1.20. Any user may view and save materials. The Administration is not responsible for further use.

1.21. These rules take effect upon publication.

2. Selection and Publication of Graphic Materials

2.1. Photos are reviewed by Photo Moderators based on established criteria. Final decisions are made automatically based on multiple moderators opinions.

2.2. Users are not entitled to explanations for rejected or deleted materials.

2.3. By submitting photos, the User grants the Website a perpetual non-exclusive license for non-commercial use within the Website. The Administration has full authority over content management. Photo removal is not encouraged and may take place only for valid reasons.

3. Fleet Database

3.1. The database is maintained by Editors.

3.2. Editors are appointed by the Administration.

3.3. Editor responsibilities include verifying, updating, and maintaining data accuracy.

3.4. Editors may lose privileges for incorrect or harmful actions.

3.5. The Administration is not responsible for database accuracy.

3.6. Users submitting false data may lose editing privileges.

4. Text Information

4.1. Comments and forum posts are intended for discussion of content.

4.2. Prohibited content includes:
insults or harassment;
hate speech;
obscene language.

4.3. Opinions are personal; posting on behalf of groups without authorization is prohibited.

4.4. False information intended to mislead is prohibited.

4.5. Private conversations must use private messages.

4.6. Spam and low-value messages are prohibited.

4.7. Moderator actions cannot be publicly discussed; appeals via email only.

4.8. Discussion of moderation decisions on photos is prohibited in comments.

4.9. Political discussions are prohibited.

4.10. Links to restricted-access pages are prohibited.

4.11. Users should avoid duplicate discussions.

4.12. Users should monitor official announcements.

4.13. Main languages: English and Russian.

4.14. Replies should match the original language where possible.

4.15. Moderators may delete any messages without explanation.

4.16. Violations may lead to moderation or read-only restrictions.

4.17. Milestone photo congratulations are allowed but should not be abused.

5. Ratings

5.1. Ratings encourage quality contributions.

5.2. Users may rate materials.

5.3. Voting rules are set by the Administration.

5.4. Discussion of ratings is prohibited.

5.5. Abuse of ratings may result in voting restrictions.

6. Private Messages

6.1. Private messaging allows user communication.

6.2. Users should delete outdated messages.

6.3. Spam is prohibited.

6.4. Violations may result in messaging restrictions.

7. Request System

7.1. Requests are used for:
correcting data;
reporting issues;
account-related requests.

7.2. Requests must match appropriate categories; irrelevant submissions are prohibited.

7.3. Rule 4.2 applies to request content.
